Miami21 New Zoning: New Lessons for New York?

Elizabeth Plater-Zyberk FAIA will present the form-based code Miami21, which won the American Planning Association's 2011 National Planning Excellence Award. The APA praised the city's "groundbreaking" new zoning code for paying ``particular attention to interaction between the public and private realms, especially to encourage walkable and vibrant streetscapes."
Miami21, prepared by Duany Plater-Zyberk in conjunction with the City of Miami, is one of the few new city-wide zoning codes (as opposed to ongoing revisions) completed in the last decade and the first city-wide form-based code for a major American city. Miami21 replaced "antiquated" zoning, said the Miami Herald, which had "encouraged haphazard, overscale development and fostered an urban environment that favored autos over pedestrians."
